Alan Perl was legal counsel for the Migration Division of the Offices of the Government of Puerto Rico. Interview was conducted with Alan Perl with Michael Lapp in Croton-on-Hudson, May 1985. Perl negotiated the terms of work agreements between migrant workers and U.S. farmers under the Farm Labor Program, which was the second largest migrant worker program in the United States after Mexico’s Bracero Program.

This interview is one of a set of eight interviews done by Michael Lapp while working on his PhD dissertation about the role of the Migration Division offices stateside (see OGPRUS finding aid on the CENTRO website). CENTRO has a copy of his dissertation.
