Jose Monserrat was the former National Director of the Migration Division. Monserrat was born in 1921 and for close to two decades, Monserrat served with the Migration Division of New York, an agency of the Puerto Rican government intended to help migrants adjust to the United States. In his tenure as the National Director (1960-1969), he helped to create a program to contract migrant farm laborers and participated in civil rights and community activities, In 1969, Monserrat also became the first Puerto Rican to serve as board president of the New York City Board of Education. His awards include the Pan American Award and the Martin Buber Award.

This interview is one of a set of eight interviews done by Michael Lapp while working on his PhD dissertation about the role of the Migration Division offices stateside (see OGPRUS finding aid on the CENTRO website). CENTRO has a copy of his dissertation.
